Our Story
Upland Construction Inc. didn’t start as a big company with a fleet of trucks and a corporate office. It started the way most good local businesses start — with one person who loved the craft, cared about the community, and believed there was a better way to run a construction company than what he kept seeing around him.
Phil Perkins grew up in Whatcom County, spent years learning the construction trade from the ground up, and eventually reached a point where he knew it was time to do things his own way. He started Upland Construction Inc. with a simple commitment — to be the kind of contractor he would want working on his own home. The kind that shows up on time. The kind that tells you the truth even when it’s not what you want to hear. The kind that takes genuine pride in the finished product and doesn’t consider a job done until the homeowner is truly happy with the result.
That was the foundation. Everything we’ve built since then has been built on top of it.
Over the years, Upland Construction Inc. has grown from a one-person operation into a full-service construction company with a talented team. They all share the same values that started the whole thing. We’ve completed hundreds of projects across Bellingham, Ferndale, Lynden, Blaine, Birch Bay, and the greater Whatcom County area — new homes, kitchen and bathroom remodels, custom decks and porches, pole barns, exterior renovations, window and siding installations, site excavation, and more. But no matter how much we’ve grown, the core of who we are has never changed. We’re still just a local company that really cares about doing things right.

Upland Construction Inc. is fully licensed, bonded, and insured in the state of Washington. We carry general liability insurance and workers’ compensation coverage on every project, and we’re happy to provide documentation of any of our credentials upon request. We meet or exceed all Washington State and Whatcom County building code requirements on every project we undertake, and we handle all required permitting so our customers don’t have to navigate that process on their own.
